necessary. A saving of $160,000 is anticipated from

this alteration.

With the exception of the Tytam Tuk catch-

waters the loan works do not call for special comment

in this despatch being adequately explained in the

memorandum of the Director of Public Works. The cost

of the additional Tytam Tuk catchwaters has not

previously been included in the loan a ccount. They are

necessary for the full development of the Tytam Tuk

reservoir and have been frequently discussed only to

be postponed for lack of funds. Each recurring wat er

shortage emphasizes the necessity for proceeding with

this work and I shall be glad if authority can now be

given to include them in the list of works chargeable

to loan and meanwhile to charge them as an advance from

the surplus balances of the Colony.

The speeches of the unofficial members

disclosed few serious criticisms and may be said to

have expressed general approval of the policy of the

Government. The points raised were I think adequately

dealt with in the official replies. It will be noted that the unofficial members supported the proposed new country residence for the Governor at Fanling. The Honourable Mr. Shenton pressed for a more forward

policy in the matter of Aviation. While the Government

is willing to support any practical Air Line schemes to

the utmost of its resources the matter is one on which

it is easy to spend large sums without adequate return and I consider that great caution is necessary before embarking on Air Line schemes which might involve the

Colony in heavy commitments. It is hoped that some practical suggestions may before long be evolved by
